By Naomi Hatch Snowflake Town Manager Brian Richards presented the 2014-15 audit to town council members Jan. 12, noting that the town has utilized the current auditor for about four years. A new pronouncement states that government entities need to change their financial reports regarding pensions, Richards said, explaining that the town participates in the Arizona State Retirement System, which is different than the Arizona Public Safety retirement system. In the Public Safety retirement system, each member cost shares, so there is one administrator. Each entity has its own bank, its own assets to fund this, and its own rate and pension liability. “Public Safety for the town of Snowflake is funded at 47 percent, which is not a healthy range,” said Richards. The net pension liability totals approximately $4.5 million, and is presently underfunded. “The legislature is making changes,” said the town manager, though he said he felt the changes would not be in effect for 20 to 30 years. “We did receive a clean audit opinion. We didn’t have any findings,” said Richards. The report has been submitted to the Government Finance Officers Association for review and consideration of the awarding of a Certificate of Achievement for Excellence in Financial Report, which the town has received for the past nine years.
