A plan to surface Freeman Hollow Road has been initiated by Navajo County officials, who have authorized approximately $46,000 toward the project, Snowflake Town Engineer Rob Emmett told the town council Aug. 9.

Emmett explained that repairs are being made to Freeman Hollow Road to provide a connection between Paper Mill Road and State Route 277 to facilitate the movement of traffic between those major arterial roads, with Navajo County paying for one mile, and the towns of Snowflake and Taylor each paying for a mile in their town limits.

Navajo County will provide funding for the double chip seal and 2” of ABC. Emmett said that staff has discussed this, and suggested if they can find the funds they go to 6” from 4” of AB.

Mayor Kelly Willis said that in the first mile he could only think of three homes, but Councilman Tom Poscharsky pointed out that there are many more homes served in that area. “The other thing too, is we’re going to get a lot of help on it,” said the mayor.

“Our responsibility is to take care of AB, drainage and grading,” said Emmett, noting that Snowflake is asked to pay approximately $14,000 to the county.

The town will also need to install approximately 360’ of culverts for drainage at driveway and transverse drainage crossings, so staff requested bids from local suppliers to purchase culverts, bands and end sections.

Bids were received from three companies, including $5,997.27 from Pacific Ponderosa, $6,556.86 from Liberty Fence and $8,099.19 from American Fence. Staff recommended purchasing from the low bidder, Pacific Ponderosa.

The money will come from Highway User Revenue Funds.

The council unanimously approved a $5,997.27 contract with Pacific Ponderosa for the purchase of culverts for Freeman Hollow Road.
