The Town of Snowflake is moving forward with the design and planned construction of a wastewater treatment plant effluent disposal line, which will provide a consistent method for effluent disposal and is an immediate alternative to agricultural reuse.

At the Aug. 9 town council meeting, Town Engineer Rob Emmett advised the council that the town is preparing to discharge treated effluent or reclaimed water from the wastewater treatment plant to Cottonwood Wash, which will require modifications to the disinfection system in order to meet requirements.

Emmett said that a plan being developed by Tetra Tech for the effluent disposal line is approaching 60 percent completion, and requested approval to contract with Wood Patel Consulting Engineers to design the de-chlorination mixing basin. He noted that the total cost will be $7,530, although he was requesting approval for $4,830 because they have already expended $2,700 for Wood Patel to assist the town by providing preliminary recommendations for upgrading the chlorination system and alternatives for de-chlorination.

The council unanimously approved the professional services agreement with Wood Patel Consulting Engineers to design the de-chlorination mixing basin for an amount not to exceed $4,830.

This project will require 3,500 linear feet of 15-inch diameter pipe. Emmett received bids from four local suppliers, including $41,046.08 from HD Supply, $42,958.13 from Dana Kempner, $43,855 from Canyon Pipe & Supply, and $49,449.58 from Central Arizona Supply.

The council unanimously approved the staff’s recommendation to purchase the pipe from the low bidder, HD Supply in Lakeside.
