Following a budget hearing July 9 to allow the public to ask questions regarding the Snowflake Unified School District 2015-16 fiscal expenditures budget, and truth and taxation, the district governing board approved both.
No one was present to ask questions, but District Business Manager Mark Ollerton explained the purpose of the hearing and why staff was requesting approval of the budget items.
The hearing was scheduled to discuss the two percent salary increase for staff, and the marginal inflation and trackers from utilities, transportation, medical insurance and liability insurance that hit the district, said Ollerton, who noted that the only benefit increase was in the area of medical insurance.
Also being discussed was that tax rate, and Ollerton explained that the public hearing was to “discuss adjacent ways tax, which is not a mandatory increase, it is something the board must approve. Adjacent ways is one the board controls.”
The adjacent ways tax will cost 12 cents and will raise $100,000 for the purpose of addressing drainage issues in the district, particularly at the Snowflake High School football field.
It was noted that due to the heavy rain the previous Saturday, the district has filed three insurance claims.
“On Saturday, with heavy rains, we did have some water in classrooms at Snowflake Intermediate, the high school and the activities offices; however damage was not as severe as it had been in the past because of preparation for the monsoons,” reported District Superintendent Hollis Merrell.
Merrell said that at the activities office when there is a heavy rain, someone needs to keep the drain clear, and the downpour was so heavy that when he got there, debris had covered the drain.
Snowflake Intermediate School has a downspout that maintenance workers keep turned so it does not drain in the flower bed, but during the night someone turned the downspout into the flower bed, which caused rain to fill it and then flood a classroom. Merrell said this has been a problem, staff turns the spout and during the night someone is turning the spout into the flower bed.
He reported that the flooding at the football field has been a problem and he hopes to meet with new Snowflake Town Manager Brian Richards to look at solutions.
“Really, the only place we have any issues is at the high school, which is not bad considering the number of facilities we have,” said Merrell.
Ollerton noted that in the last fiscal year, taxpayers paid a 12 cents adjacent ways tax, and this fiscal year they will pay again 12 cents, so it is not an increase.
