That selection was narrowed down to four candidates, Theresa Coleman, a city administrator with Kasson, Minn.; Jason Foutz, a city of Holbrook employee; Glenn Irby, a former city administrator of Apopka, Fla.; and Tedmond Soltis, a former city administrator of Willcox. The council will not reveal which of those four individuals is their top choice until a contract can be agreed upon.

The city has gone without a permanent city manager since the resignation of Ray Alley in July of 2016. Alley had served this city first as interim city manager and then as a permanent manager since 2011. Finance Director Randy Sullivan and currently City Clerk Cher Reyes have filled that position as interims until a permanent selection can be made.
