Porter Creek Domestic Water Improvement District

Notice of Invitation for Bid

Notice is hereby given that the Porter Creek Domestic Water Improvement District (DWID) will receive bids for furnishing of all labor, material, and services to drill a well. Work will include drilling a new well, testing the well, and registering the well with the Arizona Department of Water Resources. The work will be completed on property owned by the DWID.

The project is funded by the Water Infrastructure Finance Authority of Arizona through an award issued to the DWID.

The bid packet and the Porter Creek Water Master Plan may be requested by contacting Joseph Jarvis via joseph@tripjllc.com or (928) 699-3285. Questions about the bid packet and the process may be directed at Mr. Jarvis.

A mandatory pre-bid conference will be held on 8/13/2026 at 10:00 A.M. The group will meet at 4048 Porter Mountain Rd, Pinetop-Lakeside, AZ 85929 and then go visit the site.

Bids may be mailed to PO Box 1143, Lakeside, AZ 85929 or dropped off at 782 W Navajo Lane, Lakeside, AZ 85929. The envelope must be clearly labeled as Porter Creek Domestic Water Improvement District Well. Bids will be received until 2 P.M. of 08/20/2026. It is the bidder’s responsibility to ensure that the bid is received prior to the deadline. The bids will be opened and read aloud on 08/21/2026 at 10:00 A.M.

The DWID reserves the right to reject any or all bids, to withhold the bid for any reason, or to waive any informality in any bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof, and each bidder shall be a properly Arizona licensed contractor. The contract, or any part thereof, shall not be sublet to a subcontractor who has not paid taxes as provided by Section 34-214B of the Arizona Revised Statutes.

A Non-Collusion Affidavit as provided in A.R.S. 34-243 is required of all bidders, and failure to provide said affidavit is grounds for disqualification of bid. All contractors shall comply with all state, federal and local governing laws, including paying all applicable taxes.
