On Tuesday, Dec. 8, a Navajo County traffic enforcement deputy located a large cache of marijuana during a traffic stop on Interstate 40 near milepost 292 near Holbrook. The vehicle was stopped for a traffic violation. Upon speaking to the woman inside the vehicle, Julienne Waters, 59, of California, the deputy became suspicious about her travels and began conducting a further investigation to determine whether she was involved in criminal activity. Based on the inconsistencies in the information Waters provided, a drug detection canine was utilized on her vehicle. The dog immediately alerted to the vehicle. Waters then reportedly advised the deputy that there was marijuana inside of her vehicle. The deputy located approximately 381 pounds of marijuana inside of Waters vehicle. The marijuana currently has a street value of approximately $1,333,000. Waters was booked into the Navajo County Jail in Holbrook for transportation of marijuana, where her bond is set at $2 million.
