The Snowflake Town Council took the first step Feb. 8 to ensure that roads in the town are properly documented as to ownership and maintenance responsibilities.
Staff members of the Public Works Department previously initiated a title search on 19 streets in the town limits to determine ownership and establish maintenance responsibilities, Town Engineer Rob Emmett advised the town council.
Emmett explained that of the 19 streets there were five that had the necessary conveyance documentation, with the remainder either having no documents that allow for public use, or only parts of the streets were covered by either an easement or right-of-way dedication.
Freeman Hollow Road, Porter Road and Centennial Blvd. are collector roads, and were three of the 14 streets that do not have adequate conveyance documentation. They will take a street at a time and create documentation, a legal description and a map that will be used for developing a public roadway, utility dedicated easement or quit claim deed, using methodologies that will be best for the town, explained Emmett.
He asked the council to approve a professional services agreement with Tetra Tech for the Freeman Hollow record of survey, legal descriptions and easement documents at a cost of $3,833.
Tetra Tech Inc. will review existing surveys and visit the site to determine the amount of survey control in the area, which will allow the town to determine the amount of additional staking and monuments that may need to be set for the survey.
The firm will perform a survey that will establish the existing roadway centerline, property corners, fences, visible utilities and section monuments, and will prepare a record of the survey, which will be recorded along with legal descriptions and easement deeds.
In response to a question posed by Vice Mayor Kerry Ballard, Emmett said that they have done so much blading of Freeman Hollow Road that there is no material left.
In response to a question posed by Mayor Kelly Willis, Emmett explained that they will start with roads with regional significance and then go on to other roads.
The council unanimously approved the agreement with Tetra Tech Inc. for professional services for Freeman Hollow Road.
