By Naomi Hatch The Snowflake Town Council has selected American Disability Act (ADA) improvements at Centennial Ball Field, including a splash pad and playground equipment, as the town’s proposed use of fiscal year 2016 Community Development Block Grant (CDBG) funds. A hearing was held Jan. 12 to receive comments regarding the use of the CDBG funds, but no public comments were offered. Librarian Cathie McDowell explained that CDBG grants are provided by the federal government, but are administered through the state and NACOG. Snowflake is eligible to receive the grant in a three-year cycle, she explained, noting that grants must address the community’s identified housing and community development needs, including the needs of low and moderate income residents. The CDBG applicant is required to comply with program guidelines, federal statutes and regulations. Examples of projects that would qualify are public infrastructure, community facilities, public services, economic development and housing, but 51 percent of those benefitting from the project must qualify as low or moderate income. A public meeting was held Dec. 14 regarding the use of CDBG funds in Snowflake, and several projects were suggested by those present. After discussing the projects with NACOG officials, McDowell presented three projects to the town council for final decision, including ADA improvements at Centennial Ball Field, improving roadway access to the Silver Creek Senior Center and water structure pipeline improvements in the 500 block of West Center Street. After a brief discussion, the council agreed on the ADA improvements at Centennial Ball Field. Mayor Tom Poscharsky noted that he is on the senior center’s board of directors, and the board believes a lot of work would be necessary before a road could be put to the center. A motion to approve Resolution No. 2016-01, authorizing the submission of an application for fiscal year 2016 CDBG funds for ADA improvements at Centennial Ball Field passed unanimously. In order to qualify for the CDBG grant, Resolution No. 2016-02 adopting a residential anti-displacement and relocation assistance plan for fiscal year 2016 was also approved. McDowell will submit the application to NACOG.
