By Sam Conner The Winslow City Council approved a resolution Tuesday evening calling a special election to extend the existing two percent transaction privilege tax rate on the business of transient lodging rentals for a period of 20 years. During the monthly financial report, Finance Director Elias Jouen noted that the cash and investments for the city total $12.9 million, representing $3.4 million in restricted funds, and $9.5 million in normal cash and investments. The one percent sales tax, and two percent bar and restaurant tax have brought in $502,742 for capital project funding so far this fiscal year. Major expenses for the month include $87,776 on the Fleming Street project, $182,373 for the fire tender and $32,642 for the final payment on Well No. 6. The council also heard reports by City Manager Stephen Pauken on recent city activities. He advised the council that there had been a fire at the county building on Third Street, which remained under investigation, and that there are two vacancies each on the Board of Adjustment, the Historic Preservation Commission, the Planning and Zoning Commission, and the Arts Council. During the council members’ reports, staff members were asked to look into securing Greyhound Bus service in Winslow. Future discussion of emergency plans by Navajo County officials was also mentioned, including a Jan. 27 meeting with Navajo County Flood Control District and Federal Emergency Management Agency officials to provide information on the new FEMA maps, what those changes mean and what residents can do to improve their insurance rates. A presentation will also be made during the Jan. 26 city council meeting. In other action Jan. 12, the council: * Approved a resolution authorizing an airport development reimbursable grant agreement with the Arizona Department of Transportation to rehabilitate runway 4/22 phase I at the Winslow Lindberg Regional Airport. * Adopted an ordinance granting a utility easement to Arizona Public Service Co. for transmission of electricity serving the city. * Adopted an ordinance approving an intergovernmental agreement with Arizona State Parks to provide municipal services to Homolovi Park. * Approved the consent calendar, including the check register, minutes of the Dec. 8 council meeting and a liquor license application for Dorene’s One Stop Shop at 500 W. Third Street. Prior to the regular meeting, the council met as the Winslow Public Housing Authority, adopting three resolutions which approved the authority’s utility allowance schedule, the fair market rent schedule and advertising of its annual plan for 2016. Housing Director Jesse Fernandez gave a report in which he noted that the department received an additional $26,000 from the U.S. Department of Housing and Urban Development due to a report.
