By Sam Conner Winslow City Manager Stephen Pauken reported on city activities and several other areas during Tuesday’s meeting of the city council. Pauken noted that there are vacancies on the Board of Adjustment, two on the Historic Preservation Commission, and three on the Planning and Zoning Commission, which threatens its ability to field a quorum if those vacancies remain. An audit report by City Auditor Olivia Brasher noted that these were the best results for the city since 2008. It was the earliest issuance with the fewest findings and had the best possible outcome. She credited Finance Director Elias Jouen with being mainly responsible for the outcome. A report was given by Navajo County Flood Control District and Federal Emergency Management Agency officials regarding revisions to the flood map. The monthly financial report was given by Jouen, and showed the city is in basically good shape. The council also heard a presentation regarding House Bill 1763 to retain two-person train crews. The council passed a resolution, which was read by Councilman Harold Soehner, asking Congress to pass the bill to require at least two-person train crews. A public hearing on proposed Community Development Block Grant (CDBG) projects resulted in no speakers coming forward. A resolution authorizing the submission of an application for fiscal year 2016 state CDBG funds was approved. A resolution adopting a residential anti-displacement and relocation assistance plan for fiscal year 2016, as required under the Housing and Community Development Act of 1974, was approved. It was stated that though this is a requirement, it would have no effect in Winslow. During the call to the public, Kenn Evans spoke about Route 66 signs, and Marie LaMarr commented on favorable coverage in the Arizona Daily Sun and the The Tribune-News regarding the Standing on the Corner Park after the death of Glenn Frey of the Eagles. A three-item consent calendar resulted in approvals of the check register, minutes of the Jan. 12 council meeting and reappointment of Kenn Evans to the Public Safety Retirement Board.
