The Regulation and Taxation of Marijuana Act has achieved the number of signatures required to make it to the November ballot, according to Arizona Secretary of State Michele Reagan.
If the measure should pass, it would legalize the possession and consumption of marijuana by people 21 and over. It would allow for each household to grow up to six plants in the home, and a 15 percent tax would be levied on the sale of marijuana. The revenues gained by the tax would go to education and healthcare.
The measure would establish a Department of Marijuana Licenses and Control to regulate the cultivation, manufacturing, testing, transportation and sale of marijuana. Local governments would be empowered to regulate and limit marijuana businesses. Medical marijuana facilities would also have the opportunity to transition to recreational marijuana facilities.
