Winslow City Hall

The Winslow City Council met June 14, and found the most challenging part of the agenda to be after the council decisions had been made. Several people spoke during the call to the public at the end of the meeting, presenting some interesting facts and ideas.

Pete Henderson and Ray Ritters both spoke of the need to have a policy that says that Winslow welcomes the gay and lesbian community.

Ritters, who was a former assistant county prosecutor spoke about the Winslow Police Department failing to handle an incident properly in 2012.

He said that Winslow resident Sheldon Greenwood had shot two dogs, one in front of its owner. The police had taken Greenwood’s gun, unloaded it and gave it back. No charges were filed by the police, but Ritters filed charges that led to a conviction and a sentence of probation. He said that the police had acted improperly by not filing charges.

The owners of the dogs which were shot, Larry Katoney and Jamie Neal, spoke on the issue saying they were upset with the way that the police had handled the situation.

Earlier in the meeting the council heard reports.

Mayor Robin Boyd advised those attending the meeting that the city cleaning was a success.

City Manager Stephen Pauken reported on recent city activities, and noted that there are vacancies on the planning and zoning commission and the board of adjustment.

Code Compliance Officer Shane Chatwin reported on his department’s activities, which still include quite a few weed problems.

Police Lieutenant Ayers introduced new officer Jordan Payne, who was an award winner in training, and a Winslow High School graduate and multisport athlete.

In other action, the council:

* Held a public hearing on Community Development Block Grant funds, and approved a resolution authorizing submission of an application for those grant funds.

* Approved the consent calendar, including the check register, minutes of the May 24 council meetings, appointment of Lawrence Kenna to the Airport Commission, an additional services agreement with Woodson Engineering for Bales Avenue infrastructure improvements for $52,500, and a liquor license application for DJ’s Restaurant and Lounge.

Agreements between the city and the Winslow Dawgs and Winslow Lady Dawgs baseball and softball organizations were removed from the calendar and will be acted upon later.
