On one traffic stop, Officer Plumb observed indicators of criminal activity and located four U.S. Postal shipping receipts in the vehicle. Officer Plumb conducted a follow up investigation and the Postal Service was able to intercept two of the four packages and found them to contain 12 pounds of marijuana. “On another stop, Officer Plumb located personal use marijuana and arrested two subjects. Indicators present during the stop and search suggested that there was additional criminal activity present. Officer Plumb notified jail detention officers of this and a detention officer at the jail observed contraband hidden on the female sub-ject’s person. Officer Plumb obtained a search warrant and an ounce of methamphetamine was retrieved from her person. “Officer Plumb’s collision investigation skills also resulted in the arrest and indictment of a driver involved in a one-vehicle rollover fatal crash involving alcohol for second degree murder and aggravated assault. “During 2010, Officer Plumb received a total of three complimentary letters. One letter complimented Offi-cer Plumb on how he and another officer handled an incident involving two bounty hunters who had unlawfully imprisoned a female subject. Another complimented Officer Plumb on his investigation of a traffic stop that led to a midlevel drug trafficking organization that was shipping medium to large amounts of marijuana from Phoe-nix to Detroit. The third was a phone call to the Holbrook office complimenting Officer Plumb after he assisted the elderly driver with changing a flat tire. “Officer Plumb is very involved in the community. During the year, he assisted with coaching Little League baseball and youth basketball. Officer Plumb also assisted with the instruction of an NRA hunter safety course in Joseph City, the Holbrook Junior High School Gifted Club, the National Federation of the Blind and Boys Town (Big Brothers). Officer Plumb participated in the Special Olympics torch run, and assisted the Holbrook Police Department with the Bucket of Blood Races and Old West Days. “Officer Plumb is an outstanding role model for the new officers as well as the veterans of the department. He always puts forth 100 percent effort in whatever task he is faced with. His work ethic is without question, and his activity is at or very near the top of the squad and district average. During 2010, Officer Plumb was not in-volved in any preventable collisions nor did he receive any sustained complaints. Officer Plumb displays a posi-tive and professional image and is a pleasure to work with and around. He is a dedicated officer and would repre-sent District Three and the Arizona Department of Public Safety very well as the 2010 Officer of the Year.”
