PRIOR NOTICE

E-P.1 – NOTICE OF PROPOSED PROJECT TO BE LOCATED IN (OR THAT WILL IMPACT ON) A FLOODPLAIN OR WETLANDS

Date of Publication: 12/25/2024

The City of Winslow is proposing the replacement of current playground equipment and ground covering with an All-inclusive playground and flex-ground covering at the Hayden Walton Sports Complex located between Cherry, Colorado, Maple & Pope Streets in Winslow, AZ 86047. The new All-inclusive playground will serve all residents and in particular benefit those with disabilities, as the current playground structure and ground covering does not afford all children, parents and adults in the community an opportunity to fully utilize the area. To be funded by CDBG funds received through the Arizona Department of Housing (ADOH).

The City of Winslow has determined that this proposed project lies in a floodplain/wetlands and thus is publishing this notice in compliance with Executive Orders 11988 or 11990 and the Floodplain Management Wetlands Protection Guidelines adopted by the Water Resources Council.

This proposed project is located between Cherry, Colorado, Pope, and Maple Streets in Winslow and will consist of replacing the current playground equipment and ground covering involving 0.16 acres of floodplain (6900 Sq Ft).

The City of Winslow has additional information available on this project, which can be reviewed at Winslow Public Works: Jennifer Evans 928-289-1450 or jevans@winslowaz.gov. Persons with special accessibility needs may contact jevans@winslowaz.gov. Interested persons can also call Conner McKay, NACOG CDBG Specialist at 928-778-2692 or cmckay@nacog.org for additional information about this proposed project. The City of Winslow is now considering potential alternative sites, potential flood impact on the proposed project, and potential mitigation to minimize flood hazard or wetlands impact.

Written comments on this proposed project are invited and should be submitted by January 9th, 2025 to Connor McKay, 928-778-2692 or cmckay@nacog.org. All such comments will be taken into account by the City of Winslow prior to its decision on the proposed project.
