The City of Holbrook has two measures that will be on the May 21 ballot for residents to vote on. The first is Proposition 19-102, which if approved would authorize the city to levy a primary property tax not to exceed $199,000 for the cost of fire and law enforcement service. It would be the base for determining levy limitations for the city for subsequent fiscal years. The tax would equal $55.99 per $100,000 of assessed valuation for property owners.

The city attempted a similar measure on the 2017 ballot, which the voters failed to support. If it should pass this would be the first city property tax imposed upon the residents in five years.

If approved, the funds currently budgeted to law enforcement would be redirected to address the minimum wage increase and increasing costs to retirement plans for city employees.

The second measure is Proposition 19-103, which is a proposed amendment to the Holbrook City Charter by the city council to amend Section 4.01 of the charter. If approved it would prevent the city council from abolishing the city’s police department without the approval by a majority vote of the qualified electors at a regularly scheduled election.
