The Holbrook City Council made their final decision on a selection for a new city manager with the hiring of Tedmond Soltis during their Feb. 26 meeting. The approval was unanimous with all council members present. The city has been without a permanent city manager since July of 2016, when Ray Alley resigned after serving seven years in the position. Soltis began his employment on Monday.

“We went through a pretty rigorous process to arrive at this moment and I think we’ve got a gentleman who will do well as a city manager and help us move forward,” stated Vice Mayor Richard Peterson.

The council took several weeks to consider the contract for Soltis before making their final decision. The contract is for a base annual salary of $112,500 for the term of two years, with the option to extend the contract an additional two years once that time is up. Soltis will be credited with 40 hours of vacation time and 24 hours of sick leave and shall have a city vehicle to use while on duty.

Soltis will also be reimbursed for moving costs not to exceed $7,500 for his move from Willcox and he must obtain a residence within the City of Holbrook within three months.

The council may terminate the agreement at any time with or without cause 90 days in advance of the termination unless otherwise agreed upon. Unless the termination is for cause, as is determined by the council, in which case it may be immediate.

Issues that would provide council cause for termination include gross negligence, recklessness, gross incompetence or intentional misconduct in the performance of his duties or any activity that is found to be illegal.

If Soltis should be terminated for reasons other than a specific incident, he will receive full and complete payment of all compensation due to him including regular pay and benefits through the termination date in an amount equivalent to three months of base salary as severance pay, plus payment for all accrued vacation, and one third of his accrued sick leave up to a limit of $10,000. If Soltis should be terminated for cause, the city will only pay salary and benefits up until the termination date.

Prior to being hired by the Council, Soltis was employed as the Willcox City Manager since 2013 but was terminated from that position in March of last year for unspecified reasons.
