Arizona Public Service Co.’s Cholla Power Plant in Joseph City will undergo a change in leadership as Ed Seal moves from his position as plant manager to another position in APS’s Fossil Engineering department.

The new plant manager will be Richard “Rick” Nicosia, who is currently the division manager for APS’s Northeast Division. During his nearly 30 years in the energy industry, Rick has served in a variety of front line and management roles, both with APS and the Nevada Power Company.

According to Community Affairs Manager Janet Dean, this change does not signal any new or different information on the status and future of Cholla. “The change is for internal organizational and professional development reasons only,” stated Dean, adding that Nicosia is an “engaged and community-minded leader.”

Dean also noted that APS officials are working with the Arizona Tax Research Association to analyze tax implications related to Cholla.

“We took this step to ensure we provide the most complete information on various scenarios for the future of Cholla. We expect to complete this analysis in August, and will then meet with each affected taxing jurisdiction to share information specific to that jurisdiction,” she said.
