“Experts have determined that there are slight bumps on Paper Mill Road,” Town Engineer Stu Spaulding jokingly reported to the Taylor Town Council July 6.

Spaulding explained that the area of Paper Mill Road where the Northern Arizona Training Center is located has been a problem due to the clay dirt.

“The clay is so deep there’s almost no way to stop moisture from getting to it,” said Spaulding, explaining that they will remove the sub grade and any material that has been compromised with the clay, and put 3” of asphalt over 3” of abc.

That section of the road has been repaired previously, and Councilman Shawn Palmer suggested some type of re-enforced bridge be built rather than putting that much money into the road every five to six years.

Spaulding discussed mixing lime with the clay, but noted that would be very expensive.

The town accepted bids for replacement of approximately 2,292 yards of asphalt roadway from three companies. Western Grades’ bid was $98,000; Surface Contracting, $79,618.60; and Hatch Construction, $64,525.20.

Spaulding said that all companies were qualified bidders, met all standards and are bonded.

“Staff recommends Hatch Construction, who is the low bidder,” he said.

A motion to award the contract for the Paper Mill Road maintenance project to Hatch Construction passed, with Councilman Jared Hatch abstaining from the vote.

In other business, the council unanimously approved the appointment of Ralph Schreiber to a three- year term on the Planning and Zoning Commission, replacing Harold Meservey.

The council discussed town representation on committees, commissions, boards, foundations and work groups, and made assignments.
