During the June 28 Navajo County Board of Supervisors meeting, the board determined that the City of Winslow would be receiving a 90-day notice for termination services of justice court and magistrate services provided by the county if the city refused to sign the memorandum of understanding with the county that would now require payment for those services.

That measure was avoided as the Winslow City Council passed a resolution to sign the agreement that evening after tabling it twice previously.

Winslow was the last city in Navajo County to sign the memorandum. By signing it, the city agrees to pay the county for all court collections, and costs incurred by the county attorney, public defender and legal defender for criminal prosecution and defense services in criminal misdemeanor cases filed by the Winslow Police Department.

With all municipalities on board, the county will use the estimated $200,000 in revenues to offset cuts made by the state during this fiscal year. Of that amount, the City of Winslow is expected to pay almost half due to the high number of Winslow misdemeanor cases handled by the county.

The board also approved a special use permit for Western Wind Energy to place five temporary meteorological towers with a height of approximately 198 feet on a footprint of approximately 2.9 acres each approximately 10 to 19 miles northwest of Snowflake.

The endeavor is to determine if the wind quality in that area would be suitable for wind power generation units similar to those at the Dry Lake I and II projects. It is estimated that the towers will be constructed and data gathered, then the towers will be dismantled and removed within three years.

A contract was also awarded to iXP Corporation for an emergency regional communication study of existing conditions to determine a regional dispatch communication model for emergency services within Navajo County. According to Assistant County Manager Dusty Parsons, each municipality in the county is on board with the study, as well as Summit Regional Medical Center.

The cost for the initial phase of the study will be approximately $81,500, with the amount to be funded by one-fourth of one percent of the budget of the county, each city and fire district, and Summit Regional Medical Center.
