The Holbrook City Council gave their approval on a conditional use permit for the development of what was listed as a “high-impact medical facility,” also known as a detox center by Western States Developing, Inc. The site for the new medical detox and observation center would be on the east side of the 1400 block of Navajo Blvd., behind the Aliberto’s Mexican Food restaurant.

The building was described as a single-story medical facility, approximately 3,400 square feet, that would include eight semi-private rooms, a common area, kitchen, bathrooms and a private office space. Presenting the item was Cody Newton with Western States Developing, Inc.

Councilmember Tim Dixon asked for clarification of what a high-impact facility would be. Newton answered that the facility would be used to observe people who are under the influence of drugs or alcohol (for less than 24 hours) to assure that their intoxication doesn’t result in any other crimes or injuries, and that it also gives the individuals the opportunity to seek recovery from addiction.

Dixon then followed with the odd question of if human life would ever be destroyed within this facility. Newton assured Dixon that no human lives would be ended in the facility as it would be a place where people could go to better their lives and get onto a path of recovery.

Councilmember Teri Tafoya asked how people would be admitted into the facility, wanting to know if they would be voluntarily admitted or if they would be escorted by law enforcement. Newton replied that ultimately, they would prefer for people to be admitted into the facility voluntarily, however people could be admitted through the request of law enforcement if need be.

The process of being discharged from the facility was also addressed. Newton spoke about it being unethical to put a discharged patient onto the streets without a means of making arrangements, adding that transportation would also be available upon completion of the services.

The motion to move forward with the plans was approved by the council, with Councilmember Black voting against.
