City of Holbrook1

The City of Holbrook is seeking homeowners interested in being considered for grant funding to improve their homes for such needs as heating and cooling, electrical, plumbing, roofing, flooring and more. These funds, made available through the Arizona Department of Housing, could also be used to make a home ADA accessible, allowing residents to remain in their homes longer, as well as for weatherization and energy retrofits. City Code Enforcement Officer Barbara Blythe is applying for the grant to be administered by the city but in order to do so, must first have a list of candidates who will be recipients of those funds.

Each program has specific income limits, limits of assistance and there are lien requirements. Mortgage, taxes and insurance on the home must be current. The home must be within city limits and a primary residence for the owner for a period of at least one year.

The income limits based on program and family size include an annual income of $12,350 – $32,850 for a single person, $14,100 – $37,550 for a family of two, $15,850 – $42,250 for a family of three, $17,600 – $46,900 for a family of four, $19,050 – $50,700 for a family of five, $20,450 – $54,450 for a family of six, $21,850 – $58,200 for a family of seven, and $23,250 – $61,950 for a family of eight.

As stated in the information, the funds will be provided as a deferred forgivable loan at 0% interest with a five-, 10- or 15-year recapture period based on the cost of rehabilitation. A lien is placed on the property until such time period is over. But the loan is forgiven so long as the owner does not sell the property with the assigned lien period of five, 10 or 15 years. All work will be completed by licensed contractors, procured by the city.

These programs are designed to improve housing conditions in the City of Holbrook and taking part will improve the comfort and longevity of the home, alleviate the financial burden of home improvement, improve the value of the property and alleviate any potential city code violations.
