City of Winslow

By L. Parsons Last week, in the absence of Mayor Tom McCauley and Councilwoman Judy Howell, the Winslow City Council authorized acceptance of a nearly $3.4 million grant from the Federal Aviation Administration (FAA). The money, according to City Manager John Barkley, will be used to design and reconstruct Taxiway B at the Winslow-Lindbergh Regional Airport. The grant is part of a $31.3 million grant awarded by the FAA to four Arizona airports. In Barkley’s city status reports, he recognized council members Judy Howell, Robin Boyd and Marshall Losey on their respective eight, 12 and 20 years in service to the City of Winslow on the council. The three were recently given awards for their service by the Arizona League of Cities and Towns during their virtual conference. Winslow Fire Chief James Hernandez gave his quarterly report. In it, he mentioned that the fire truck known as Rescue 1 had been experiencing mechanical issues. The vehicle, which is nearly 20 years old will need a part replaced that is slated to cost the department $2,500. Hernandez also informed the council that a drive-through flu shot clinic will be hosted by the department, with a date to be determined. “This will be a practice run, so we will know how it will all work when we get our COVID-19 vaccine.” Also, on the council’s agenda, was an amendment to a city ordinance pertaining to parking violations. The amendment added language that allows the Winslow Police Department to enforce parking regulations where fees are required and to impose civil and criminal penalties for those violations. In other business, the council: * Swore in Ken Arend as police chief. * Heard the financial report for July. Citywide revenue for July was $476,809 bringing the year to date total to $1.2 million. Citywide expenditures for July were $550,093 bringing the year to date total to $1 million. * Approved an agreement between the City of Winslow and the Centers for Medicare and Medicaid Services designating the Winslow Library as a certified application counselor. The agreement will allow the library to facilitate open enrollment for Medicare and Medicaid Services in November to those individuals in need of computer access or other assistance. The centers will also provide training for library staff and $1,000 in funding for local advertising. * Tabled the sale of real property known as “Rodeo Grounds,” located within the Winslow Airport Industrial Park on the north side of Airport Road. The matter was tabled until a formal commercial appraisal of the land can be conducted. * Approved moving the Nov. 10 council meeting to Nov. 17 in order to be able to canvas election results and cancelling the Nov. 24 and Dec. 22 meetings due to holiday schedules. The next meeting of the Winslow City Council will be at 6:30 p.m. on Tuesday, Sept. 22, at the Hubbell Building, located at 523 W. Second St.
