The Winslow Council granted two property easements in their last meeting that is hoped will lead to more business development for the city.

The first is on property east of Arizona State Highway 87 and south of Washington Street. That easement was granted to NGL Supply Terminal Company which transports natural gas by rail car.

NGL will eventually build an extension of an existing rail spur on the subject property within the Eco-Lena Industrial Park south across the Ruby Wash Diversion Levee and Highway 99. That will allow the company to access all of a 225-acre parcel immediately south of the city owned parcel according to the ordinance. That parcel is owned by John F. Long, LLLP, commercial and residential developers.

John F. Long, LLLP was also granted an easement in the same location in second ordinance adoption by the council.

Winslow City Manager, John Barkley said, “This is another step for the city and for the property owners.”

Barkley alluded to a contract that is slated to be vacated by the United States Forest Service that will be available for bid in May. Barkley expects NGL to vie for that contract. Regional development partners are looking to begin forest restoration in the area. “We see it as a next step for a private property owner with a tentative contract on the NGL property to move in a direction a forest restoration project. That project will provide for restoration services like trimming of the forest areas. It could provide tremendous job opportunities, high income jobs and growth along Route 87.”

Mayor Tom McCauley added, “The property that this is going to go through is not a big parcel, but they need to have the easement. The John F. Long property is just on the south side of our flood control dike. We would be able to cut through that dike to get to the 200 and some acres on the other side of it. We met with Representative Tom O’Halleran to make sure that this happens here.”

Barkley assured the council that he and Community Development Director, Paul Ferris will continue working with regional development partners to make sure the infrastructure for the proposed projects is in place.
