O’Quinn said, “I have been selling my dog treats on the corner of Second Street and Kinsley every morning. The traffic is amazing. Cars are supposed to stop and they are not. They are going around the people crossing the street. They are hitting the intersection at least 25 miles per hour and the speed limit is posted as 15 miles per hour.”

Mayor Tom McCauley asked City Manager John Barkley to get with Police Chief Dan Brown to see about having a patrol car at that intersection. “I own a business down there too and I know what she is talking about. Perhaps a traffic study is in order.” The following day a radar detector and speed display were placed there to determine rates of speed.

Council member Robin Boyd reported on an executive session he attended with Winslow Water Rights attorney, Dave Brown. “Basically, Brown said we are doing very well with our litigation and how the judge is responding to our motions. The bad news is, this is going to take a long time with very expensive expert witnesses and teams of lawyers. Our costs may be bumping up in the near future, that is why we have that litigation charge at the bottom of our water bills. We are the linchpin for this whole thing.”
