The Navajo County Community College District Governing Board accepted the resignation of Board Member George Joe of District 2 at the meeting on Aug. 21.
Joe was appointed to the seat in August of 2016 following the sudden death of Board Member Prescott Winslow. He was then elected that November to fill the term, which expires in Dec. 31, 2022.
In an email dated Aug. 14, Joe wrote, “I will no longer reside in my area or the region. Thus, I will not be an effective advocate.” The area served by Joe is District Two, which includes the Hopi and Nation nations and Winslow.
According to Northland Pioneer College (NPC) Media Relations Coordinator Everett Robinson, “The Navajo County School Superintendent appoints a replacement to serve until the next general election to fill the remaining years of the six-year term. Since the deadline for candidates to submit nominating papers for this November’s ballot has already passed, we are awaiting an attorney’s ruling on whether the appointment would be until this November, or in 2020. Our best guess is 2020.”
NPC Chief Business Officer Maderia Ellison gave the financial report reviewing the Fiscal Year (FY) from July 1, 2017, through June 30 of this year. Ellison reminded the board, “This is a cash based budget, which is different from the accrual based budget and financials that you will receive in a couple of months.”
The total amount budgeted for the fiscal year was $27.3 million. The money actually received to date is $28.2 million, which Ellison noted was slightly higher than anticipated.
“Total actual expenditures were $23.2 million. Salaries were down nearly $1.5 million due to a number of vacancies that we continue to work through,” Ellison continued. “Total expenditures were fairly consistent with prior years. We have $5 million in positive cash flow, slightly higher than last year. Cash flows from all activities was $36.8 million, while the cash used in all activities was $31.8 million.”
Board Member James Matteson offered congratulations on the growth of the investments from $140,000 to $539,147. “Congratulations on your money management. I am throwing kudos to you because there is $400,000 unanticipated revenues.” To which Ellison noted that interest rates had increased creating a positive note in the funding.
