Governor Jan Brewer has vetoed a bill that would have put limitations on panhandling instead of delegating the issue to local governments to address. The bill, proposed by Rep. John Kavanagh, R-Fountain Hills, came about after a federal judge ruled that Arizona’s law making it a crime to beg or panhandle in public places was unconstitutional. If it had been signed, the bill would have put restrictions on where money could have been solicited, and would have made it illegal for individuals panhandling to use abusive language or make unwanted physical contact.
